ASB Environmental undertake asbestos surveys for commercial and domestic clients daily and provide guidance on asbestos management strategies. There are two types of asbestos survey:
- Management survey
- Refurbishment / Pre-demolition survey.
Both types serve different fundamental role in the effort to manage within or remove asbestos from buildings.
Do you know all the possible locations and uses for asbestos are present within your premises?
ASB Environmental recommends that a qualified and experienced asbestos surveyor be utilised to undertake the asbestos management survey. The Management Survey ensures:
- No persons become exposed to asbestos fibres while asbestos materials remain present on the premises;
- That all asbestos materials are identified and maintain in good condition; and
- That nobody disturbs the asbestos accidentally.
The purpose of a management survey is to manage Asbestos Containing Materials (ACM’s) during the normal occupation and use of premises, as removal of all asbestos materials and the subsequent reinstatement may not be a viable cost option.
The HSE state ‘the duty-holder can make a Management Survey where the premises are simple and straightforward’, however it is questionable whether the duty-holder possess the required knowledge and experience to enable a thorough and complete survey which identifies all asbestos materials present.
The management survey must locate all ACMs present, noting asbestos products that could be damaged or disturbed by normal activities or maintenance. This survey type is not intrusive, however can include minor opening up works where strong suspicion of asbestos materials present, in order to make a complete material condition assessment. This is required to assess the likelihood of the ACM, if disturbed, to release fibres into the air. The management survey provides clear recommendations for remedial work to maintain asbestos in a safe condition.
Refurbishment / Demolition Survey
The Refurbishment / Demolition survey is required where the building, premises or any exterior section is due to undergo upgrade, refurbishment, demolition or alteration.
The Survey must locate and identify all ACMs before any strip out, demolition or structural work begins including those hidden within voids.
To complete this survey in a safe manner, a qualified, competent and experienced surveyor is recommended to prevent exposure to workers and the public when undertaking the refurbishment or demolition works. This survey ensures that:
- No construction or demolition works will be exposed to asbestos during the works;
- All asbestos is identified and quantified to enable safe removal by licensed contractors prior to the works commencement;
- The refurbished building or new site is asbestos free.
Due to the high degree of disturbance by these activities the likelihood of disturbing asbestos materials present, visually or within building voids, this survey does not so much require records of material condition, but rather the locations, quantity and risk level involved with removal.
This survey is fully invasive and involves destructive inspection and actual asbestos disturbance. For this reason, any premises undergoing an asbestos refurbishment / demolition survey must be vacated for the duration of the survey until certified ‘fit for reoccupation’ by an air monitoring specialist.
